On Feb. 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA) with the stated goals to “create jobs, restore economic growth, and strengthen America's middle class…” The Recovery Act mandates a significant level of transparency and accountability for those agencies that receive ARRA funds.
